The Director General has recently approved information circular ST/IC/Geneva/2023/5. It contains the decision to reduce the number of desks to 6.4 per 10 staff members, which amounts to extending hotdesking to the whole of the Palais.
The Staff Union has tried to show management that this imposition will hurt staff wellbeing and mandate delivery*, due to the disruption that hotdesking entails in terms of loss of time and efficiency. The new ratio, which is dangerously close to leaving half the staff without a desk, will force colleagues to coordinate their teleworking days, which means that a deliberate lack of office space, and not personal and family circumstances, could now dictate when and whether you will able to work from home.
Let’s take stock: the vast majority of workstations in the Palais will lack air conditioning, the Ariana campus has to close due to the liquidity crisis (which has become cyclical), and now we will be forced to share our desks. We struggle more and more to see how the reassurances from management that the Palais will remain a bustling place of work conducive to mandate delivery and staff wellbeing could possibly come to be. Office space must be there to serve staff, not the other way around.
The Staff Union appeals to management to go back to the drawing board and to take into account the consequences of space utilization in working conditions, the effectiveness of our work as an Organisation and the perennity of staffing footprint in the Geneva campus.
The Staff Union remains committed to keep working with management in order to achieve an outcome that will balance all interests while keeping staff wellbeing as a priority.

La Directrice générale a récemment approuvé la circulaire d’information ST/IC/Genève/2023/5, qui contient la décision de réduire le nombre de bureaux à 6,4 pour 10 membres du personnel, ce qui revient à étendre le système de postes de travail partagés (hotdesking) à l’ensemble du Palais.
Le Syndicat a tenté de démontrer à l’administration que cette imposition nuirait au bien-être du personnel et à l’exécution des mandats*, en raison de la perte de temps et d’efficacité entraîné par le hotdesking. Le nouveau ratio, qui se rapproche dangereusement du niveau où la moitié du personnel sera laissé sans bureau, obligera les collègues à coordonner leurs jours de télétravail, ce qui signifie qu’un manque délibéré de bureaux, et non des circonstances personnelles et familiales, pourrait désormais dicter quand et si vous pourrez travailler à domicile.
Faisons le point : la grande majorité des postes de travail du Palais des Nations ne seront pas climatisés en été, le Palais doit fermer en raison de la crise de liquidité (devenue cyclique), et maintenant nous serons obligés de partager nos bureaux. Nous avons de plus en plus de mal à comprendre comment les assurances données par l’administration selon lesquelles le Palais restera un lieu de travail convivial, propice à l’exécution des mandats et au bien-être du personnel, pourraient se concrétiser. Les bureaux doivent être au service du personnel, et non l’inverse.
Le Syndicat demande à nos administrateurs de revenir en arrière et de prendre en compte les conséquences de l’utilisation de l’espace sur les conditions de travail, l’efficacité de notre travail en tant qu’Organisation et la pérennité du niveau de présence du personnel à Genève.
Le Syndicat reste déterminé à continuer à travailler avec l’administration afin de parvenir à un résultat qui équilibrera les intérêts de tous, sauvegardant en même temps, et comme priorité, le bien-être du personnel.
