Following concerns raised by many of you, the Staff Council brought to management, in the context of the Joint Negotiation Committee, the issue of staff needing to use their personal devices to log into Umoja and other systems, in particular relating to the multi-factor authentication. Concerns included the legal implications of staff using their personal devices, particularly in cases of investigations, and the right of the Organization to confiscate any device where official business is conducted.

We note that, following our discussions, management has issued a broadcast explaining how you may access the multi-factor authentication using your office telephone line rather than your  personal device.

However, some concerns still remain in situations where staff are unable to access their  fixed office number. As this is not a Geneva matter but a global one, with implications for the whole Secretariat, the Staff Council will liaise with other staff unions to raise this issue at the Staff-Management Committee level.

Suite aux préoccupations d’un grand nombre d’entre vous, le Conseil de coordination du personnel a porté à l’attention de l’Administration, dans le cadre du Comité paritaire de négociation, la question de l’obligation pour les fonctionnaires d’utiliser leurs appareils personnels pour se connecter à Umoja et à d’autres systèmes, en particulier pour l’authentification multifactorielle. Vos préoccupations concernaient notamment les implications juridiques de l’utilisation d’appareils personnels, en particulier le fait que l’Organisation se réservait le droit de confisquer, en cas d’enquête, tout appareil personnel utilisé dans un cadre professionnel.

Nous constatons que, suite à notre intervention, l’Administration a publié un broadcast expliquant que vous pouviez accéder à l’authentification multifactorielle en utilisant votre ligne téléphonique de bureau plutôt que votre appareil personnel.

Toutefois, le cas où le personnel ne peut accéder à son téléphone de bureau fixe continue de poser problème. Étant donné que cette question ne concerne pas uniquement Genève mais l’ensemble du Secrétariat de l’Organisation, à l’échelle mondiale, le Conseil de coordination du personnel va agir en concertation avec les autres syndicats pour en saisir le Comité Administration-personnel.
